Phased cross-repo documentation pass to improve missing README coverage and reconcile Atlas project pages with current implementation evidence.

SQL-to-Sheets helper repos tied more explicitly to BOUSD extract/reporting workflows.

Validation follow-up targets

Confirm authoritative production scheduler/host ownership for runner and extract families.
Publish script-level ownership and escalation notes for high-impact workflows.
Confirm legacy-to-successor cutover status for GSuiteAPI, APEXLearningAPI, and selected helper repos.
Continue medium-priority repo passes and expand Atlas cross-links where runtime dependencies are known.
